I'm not too impressed with Firestarters. They're basically infantry, only very weak in normal fights and with an upkeep. At Defcon 3, they only cost one less than infantry, so we lose the benefit the first time we move them and future moves make them cost more.
However, they take 3 turns to train. IIRC you mentioned infantry only taking 3 turns to train at Defcon 3, how sure are you about that? I also expect them to get some upgrades somewhere in the second tree. Overall I'd prefer infantry, especially since conflict with other nations is still a possibility, but want to get at least one or two firestarters in case they get useful upgrades.
Ideally I'd like to build one unit of each this turn. That would come to $11. We still have our savings, but our budget is down to $33 due to the international trade restrictions; gives us $50 to work with. I don't think we have any benefit in saving now; if I have enough, I'll buy more units.

We could. Kind of reluctant to do so, though; it's kind of meta-gamey, since we're just going off the fact that the report said there was an infection before China corrected it. I think I might prefer either scanning Georgia or Romania, or contributing our scan to the international effort in the thread.

Georgia is the biggest threat to us, but I'd be absolutely shocked if it isn't already infected, and IIRC we already slammed down on that border. Even if by some miracle the result comes back as uninfected, we'd have to do it every turn; it borders a region that's already gone silent, after all.
Greece may be more productive; it may or may not be infected, and if it is then trying to hold there wont do us much good. But IIRC the border between Romania and Greece is already closed as well.

Germany just announced an infection this turn, and is sure as hell going to be getting antivirals, so I think Poland is probably safe for now.

I'm starting to worry about the possibility of being attacked by Virus Beasts. Iran went silent this turn; if we assume that they then start spawning virus beasts and sending them out, they could hit Kazakstan or East Russia within two turns or so. We might want to replace the militia in Kazakstan with some actual military (Militia die if they lose a single fight, so are probably better off moving around securing borders).
Munkus, I haven't seen you on much, and it seems like you haven't been giving any orders. Is everything okay? You made a comment about not being much to do, but I've been making requests and we really need our diplomat right now. In particular I'd like to get Kazakstan to start helping pay for these antivirals; maybe ask Belarus and Finland for some funds as well.

Alright, the thread seems pretty accepting of a slash and burn campaign, so I say we should try going on the offensive against this thing.
I'd like you to start moving forces around. Probably mainly from Belarus into East Russia; Belarus is our ally instead of conquered, so unlikely to get invaded by self-righteous Americans, and is about as safe from the plague as it's possible to be right now. Forces in East Russia may want to move into Kazakhstan. Maybe move some infantry out of Ukraine as well; I'll leave the details up to Tim. But we're going to need some strength on the East front.
Assuming we get Slash and Burn next turn (any idea, Jay?) tonight I'd like to negotiate with Kazakhstan for permission to burn out the infection. We'll do it no matter what they say, but better to ask first. We've been giving them anti-virals, so hopefully they like us enough. We'll probably do the same thing with Georgia if they turn up infected; probably best to send them an ally request this turn as well. That's $4, I think, and $4 more for antivirals for Kazakhstan. If Georgia accepts our offer, we'll want to send troops in next turn, both to fortify the border and to possibly burn out the infection. Once Kazakhstan is clear we may also advance into Turkmenistan and do the same there.
I'm not comfortable trying to hit Iran unless we can bring a massive force to bear; it's probably another Spain. In fact I expect we might encounter some virus beasts in Georgia or Turkmenistan, so let's try to keep those forces decently powerful. So just clearing Georgia and Turkmenistan is best case for now; if that works, we'll have cleared three regions and be well positioned for a massive strike into Iran, possibly with China's help. Even if Turkmenistan goes silent, we'll have reduced our southern front to two regions which should both have powerful units in them, protected Russia from infection, and the rest should be China's problem.
So we're looking at: $4 antivirals for Kazakhstan $4 diplomacy mission to Georgia/Azerbaijan $4 fortify Greece/Turkey border $2 Air Filters for Airforce $5 Possible ship movements $11 New unit construction $?? Science (going to conservatively budget $15)
Adds up to $43, which we should be able to cover easy. I expect more costs to come up before we're done, though.

We're correcting the main map to fix up any turkey/greek confusions - The new turkish borders will be properly separated by the straights with greece
